Fully-funded MIPLC-DAAD scholarship for Development-Related Postgraduate Courses, 2023-24

Deadline for applications: October 15, 2022

MIPLC is a part of the DAAD’s scholarship program for “Development-Related Postgraduate Courses”. If you would like to apply for the scholarship offered in this context, please note that several special conditions apply.

What is Covered by the Scholarship?

Scholarship recipients will get

  • A full MIPLC fee waiver
  • A monthly stipend of EUR 850
  • Payments towards health, accident and liability insurance coverage in Germany
  • A travel allowance, unless these costs are covered by the home country or by another funding source
  • A study and research allowance
  • A mandatory two-month German course before the start of the MIPLC LL.M. program (August and September, in Munich or another German city).

Since the DAAD scholarship includes a full fee waiver, you must apply simultaneously for MIPLC financial assistance (cf. section 2a).

Eligibility Criteria

Please also refer to the brochure for “Development-Related Postgraduate Courses” for more information. Where MIPLC and DAAD requirements differ, the stricter one applies. You are eligible for the DAAD scholarship if you meet the following requirements in addition to the MIPLC admission criteria (cf. section 1):

  • You are from a developing country (according to the OECD DAC list) and have not been living outside your home country (or another developing country) for more than the past two years.
  • You hold at least a four-year Bachelor’s degree (or a three-year Bachelor’s degree plus a further degree), completed with above-average results.
  • You received your latest degree no more than six years before your application.
  • You have at least two years of full-time professional experience gained in a public authority or a state or private company in a developing country. To meet this requirement, it is sufficient if you have completed the two years by February of the year in which you intend to start your studies at MIPLC. Scientific university staff and academics are not the core target group of this program and are therefore considered only in exceptional cases.

Special Application Deadlines

You have to apply more than a year in advance, i.e. between June 1 and October 15 for the following academic year.

Application and Selection Procedure

Complete applications will be evaluated for admission on a rolling basis. From all admitted applicants, we will put together a shortlist of candidates, who will be invited for a video conference interview taking place in January or February. Based on these interviews, the MIPLC will pre-select the scholars and the DAAD will take the final decision in early March.

Application Periods and Deadlines

The LL.M. program starts every year in early October.

Applications for admission are accepted from December 1 until April 30 for the following academic year.

Applications for the fee waiver scholarship are accepted from December 1 until April 30 for the following academic year starting and must be submitted together with the application for admission.

Candidates who seek financial assistance from the DAAD scholarship for “Development-Related Postgraduate Courses” must apply for both admission to the program and the scholarship more than a year in advance. For them, the application period is June 1 to October 15 for the intake of the following academic year.

How to Apply

Given the large numbers of applications we are receiving, we can only process applications that are both complete and whose documents are properly labelled. Incomplete applications will be disregarded without notification.

If you are not able to submit a certain document before the deadline, please add a sheet that explains what is missing, why it is missing and when it will (in your best estimation) be available.

We only accept documents in PDF format (except your photo).

If you are applying for admission, you can limit yourself to section 4.1. If you wish to apply for a fee waiver scholarship as well, both sections 4.1 and 4.2 are relevant. If you are also applying for the DAAD scholarship, all three sections 4.1, 4.2. and 4.3 apply.

Applying for Admission

Step 1: Download and Carefully Read the Application Instructions

Among other things, the Application Instructions include a list of documents to be submitted together with the application form. Please also download the Grade Conversion Sheet mentioned in the instructions.

Step 2: Complete the Application Form

To fill in the application form, please use our online application system, accessible by clicking the “Apply Now” button that is available at the end of this page during the application period . Before you start, you may wish to download a sample application form to help you prepare the required information.

Pressing the “Send” button at the end of the application form will not only transmit your data to MIPLC, it will also generate a PDF document of your application form that you can download and/or send to your e-mail address.

Step 3: Sign Your Application Form

Your application form is your formal request to have your application processed. It is therefore essential to submit a signed copy of this document.

Step 4: Add the Required Documents

Please attach all required documents listed in the Application Instructions. To make sure that nothing is missing, please use the checklist.

Step 5: Submit Your Application 

To submit your application, please upload all documents to our file sharing platform Cryptshare as explained in the Application Instructions (page 11).

Applying for a Fee Waiver Scholarship

The MIPLC receives a large number of applications for financial assistance every year, which means that competition for waiver scholarships is fierce. It is therefore in your own interest to provide comprehensive information. As with applications for admissions, we only consider complete applications.

Step 1: Complete the Financial Assistance Application Form

The form is accessible via our online application system. At the end of the application form for admission, you will be prompted to indicate whether you have sufficient funding for your studies. If you check “I would like to apply for a tuition and participation fee waiver” or “I would like to apply for the DAAD scholarship”, you will be forwarded to our Financial Assistance Application Form.

You must complete the form in the same session as your application for admission as it is not possible to save your data and return later to complete the form.

Step 2: Sign Your Application Form

Your application form is your formal request for financial assistance. It is therefore essential to submit a signed copy of this document. If you are married or living in a common-law partnership, your spouse/ partner should also sign.

Step 3: Add Supporting Documentation

Your application can only be processed if you furnish supporting documentation concerning your and your family’s economic situation. For detailed information about what is required please refer to the Application Instructions. To make sure that nothing is missing, please use the checklist.

Step 4: Submit Your Application 

Please upload your signed Financial Assistance Application Form and all supporting documents together with your application for admission (cf. section 4.1).

Applying for the DAAD Scholarship

To apply for this scholarship, please follow the seven steps below.

Step 2: Check Your Eligibility

Determine whether you are eligible for the scholarship by DAAD and MIPLC standards, keeping in mind that where MIPLC and DAAD requirements differ, the stricter requirement prevails.

Step 3: Apply for Admission to the MIPLC

Please refer to the instructions in section 4.1.

Step 4: Apply for MIPLC Financial Assistance

Please refer to the instructions in section 4.2.

Step 5: Complete the DAAD Scholarship Application Form

For details please refer to the Application Instructions, section 4.3.

Step 6: Make Sure Your File is Complete

You complete file includes

  • The MIPLC application form for admission
  • The MIPLC application form for financial assistance
  • The DAAD application form for the scholarship
  • The documents required by each form.

Please use the checklist to make sure your application is complete.

Please also note that the DAAD is very strict, in particular regarding the requirement that letters of recommendation and proof of your professional experience be printed on official stationery, stamped and signed.
