Economic Affairs Officer with United Nations Conference on Trade and Development

This position is located in the Unit for Economic Cooperation and Integration among Developing Countries of the Division on Globalization and Development Strategies in the United Nations Conference on Trade and Development (UNCTAD). The Economic Affairs Officer reports to the Senior Economic Affairs Officer of the Unit.

Responsibilities

Within delegated authority, the Economic Affairs Officer will perform the following duties:

Economic analysis:
• Monitors economic developments and identifies recurrent and emerging issues of concern to the United Nations in the area of trade, investments and industrialization,outh-South cooperation and integration.
• Designs and conducts studies and drafts reports on trade, industrial policies, investment policies and south-south cooperation.
• Interprets and applies results of econometric analysis related to economic prospects and policies on the links between South-South trade integration and economic diversification.
• Develops draft policy recommendations on building stronger trade, investment and technology linkages among developing countries to support economic diversification and integration.
• Formulates proposals for development strategies, policies and measures, on South-South trade and industrialization issues, for presentation to intergovernmental and other bodies.
• Attends international, regional and national meetings to hold discussions with representatives of other institutions.
• Organizes expert group meetings, seminars, etc. on South-South cooperation and integration issues.
• Prepares speeches and other inputs for presentations by senior staff.

Intergovernmental support:
• Provides substantive support on economic issues to the United Nations Conference on Trade and Development (UNCTAD).
• Collaborates with other parts of UN System working on issues of South-South trade, investments and industrialization cooperation and provides advisory assistance as requested.
• Represents organizational unit at international, regional and national meetings.



Technical cooperation:
• Designs and monitors technical cooperation projects.
• Undertakes missions to member states, either alone or as a participant in a diverse team, as part of the Organization’s technical cooperation activities.
• Prepares global, regional, national or sector analyses that provide a basis for advising national governments on South-South economic cooperation and integration issues.
• Conducts training seminars and workshops for government officials and others.
• Formulates technical modalities for the evaluation of individual technical cooperation projects.

General
• Supports junior staff, reviewing their work and providing feedback.
• Participates in intra- and inter-Departmental undertakings of broader concern to represent the views or interests of the organizational unit.
• Performs other related duties as required, including a variety of administrative tasks necessary for the final delivery of the work unit’s service.;
• Undertakes on-the-job and other training activities, both internally and externally.Competencies

Advanced university degree (Master’s degree or equivalent degree) in economics or related field is required. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.Work Experience

A minimum of seven years of progressively responsible experience in economic research and analysis, policy formulation, application of economic principles in development programmes or related area is required.

Experience of working on issues in south-south cooperation and global governance is desirable.Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required. Knowledge of another UN official language is desirable.Assessment
