Desk Officer for Development Cooperation with The Embassy of the Federal Republic of Germany in Phnom Penh

The Embassy of the Federal Republic of Germany in Phnom Penh seeks to fill the position of a
Desk Officer for Development Cooperation

The position entails the following tasks:

• Observing political, social and economic developments related to development
cooperation
• Establishing and maintaining contacts with local, national and government entities as
well as embassies and international organizations
• Organizing and participating in meetings on all levels including autonomously
promoting Germany’s position and negotiating on behalf of the German Embassy
• Preparing and participating in negotiations at government level
• Organizing and accompanying visits of high-ranking guests to Cambodia
• Preparing high-ranking visits to Germany
• Drafting of speeches, texts, analyses related to development cooperation including the
assessment of statistics and government issued documents
• Producing content for the Embassy’s homepage and social media channels
• Written and oral translations (Khmer-English; Khmer-German if applicable)
The applicant should have the following qualifications and experience:
• Bachelor or master’s degree in economics, political sciences, social sciences, law or another related subject

• A good understanding of political, social and economic issues in Cambodia
• At least three years of work experience in development cooperation or a related field
• Proficiency in Khmer (oral and written)
• Excellent knowledge of English (comparable to C1 according to Common European
Framework for Languages); a good knowledge of German would be an advantage
• Knowledge of standard IT and social media applications
• Ability to work in a team



According to the German Federal Government’s policy, applications by women are particularly
encouraged.
Contract conditions and compensation are based on the standard employment agreement for nondiplomatic
staff at the Embassy of the Federal Republic of Germany. Applicants who are not
Cambodian citizens must have a valid residence permit and unrestricted working permit.
