Organizational Setting
The FAO Office of Evaluation (OED) will conduct the Evaluation of the project “Institutionalisation of food safety in Bangladesh for safer food” funded by the United States Agency for International Development (USAID) and implemented by FAO. The project aimed at:
- supporting the recent established Bangladesh Food Security Authority to become operational;
- strengthen inter-ministerial and interagency collaboration and coordination in the field of food safety control;
- assess food safety risks, existing legislations and gaps in key primary value chains; and
- improve third party verification/inspection and certification to national food control.
The evaluation will take place between September and November 2020. FAO is looking for an international consultant for the evaluation team.
Reporting Lines
The consultant will work under the overall responsibility of OED Director and the close technical and methodological guidance of the Team Leader and the OED Evaluation Manager.Technical Focus

The team leader is responsible for coordinating the contribution of the team members to the evaluation. He/she will organize the division of labour within the team according to the respective areas of expertise. He will lead the evaluation process and prepare the evaluation report. His/her mandate is derived from and must fully comply with the overall Terms of Reference for the Evaluation. He/she will ensure that the methodology foreseen in the TORs is fully implemented.
The team leader will:
- Coordinate the participation and contribution of team members in all phases of the evaluation;
- Review relevant background documentation made available by OED and FAO Bangladesh;
- Prepare the methodological note including the evaluation matrix and the evaluation tools (questionnaires, check-lists and interview protocols as appropriate…);
- Lead interviews and meetings (on-line or face to face) with FAO staff and relevant stakeholders (including the Government of Bangladesh, implementing partners, resource partners, the ultimate beneficiaries …).
- Lead the evaluation team analysis of evidences collected for the definition of findings, conclusions and recommendations;
- Prepare the evaluation draft report according to specifications provided by OED;
- Finalize the report by integrating comments received;
- Present the evaluation findings to key stakeholders during all planned debriefing sessions as required.
CANDIDATES WILL BE ASSESSED AGAINST THE FOLLOWING Minimum Requirements
- At least 15 years of relevant working or evaluation experience in areas related to the project (food safety, capacity development and institutional support);
- University degree in relevant subjects;
- Working knowledge of English and limited knowledge of one of the other FAO languages (French, Spanish, Arabic, Chinese, Russian) for COF.REG. Working knowledge of English for PSA.SBS.

Technical/Functional Skills:
- Previous evaluation experience or professional experience at international level in capacity development and institutional support type of interventions;
- Expertise in the area of food safety;
- Good level of understanding of food safety issues in Bangladesh;
- Prior professional experience in Bangladesh or in other countries facing similar challenges on food safety;
- Ability to work in a team and facilitate multi-stakeholder processes;
- Excellent analytical and communication skills.
